Named in memory of TxDLA founding member and first president Don Foshee, the award is presented each year to a board member, officer or committee chair who has shown a strong personal commitment, given generously of their time and provided vigorous support for other members to become leaders in the association.

Howard, who is in her second term as a TxDLA member at large, was nominated by board chair Dr. Michelle Singh. She is the first award recipient who was neither a board chair nor president. She joined TJC in 1993.
